Resolved Question: How can I help a friend quit smoking?

I have emailed him the risks of smoking, and things like that, but wish I could do more.
Resolved Question: How to help someone quit smoking pot?
My 19-year-old brother is addicted to pot. He still lives with my parents. He knows he has a problem and has started getting help. Some days he wants to quit but my parents make him keep going to therapy. Yesterday my parents found a jar of pot in his car. He told them he only used it on weekends. So they kept the jar and when he needs a dose they allow him to take some, as long as its a weekend?
I think they are CRAZY. But I am wrong. Is this a smart move to allow him to smoke on weekends only to help him get over it. Or will that help him continue to use… Or should I do something about it? How can I help?
